Ranks Restart

I find this the best way to get an active count. People won’t get interested if it just says ACTIVE COUNT! In cap, Italicized, and Bold, and colored even. You have to do something to them if it is a small army. So I did this, rastarted the ranks and when I see people become more active, they will get thier ranks back or just get promoted.
